KILKENNY CITY AND ITS ENVIRONS DEVELOPMENT PLAN 2002
PROPOSED VARIATION NO. 2

Kilkenny County Council and Kilkenny Borough Council intend to vary the Kilkenny City and Environs Development Plan 2002.

Purpose of Proposed Variation:

The purpose of the variation is to provide for a revised route to the proposed inner relief road. Following careful examination of the traffic management issues arising in the City from a period of sustained growth and from the projected growth of the City and Environs up to 2020 and beyond it was deemed necessary to provide a revised alignment along certain sections of the existing road and to extend the route in other areas to cater for circulation of traffic around the City and Environs.

Brief Description of the proposed Variation:

The existing line of the Inner Relief road
extends from the Callan Road through to the Circular Road and along the Circular Road northwards to a roundabout located close to the Waterbarrack. It then runs from the Waterbarrack north through Bishops Demense, across the Tullaroan Rd, parallel to Cantwells lane, across the Dunningstown road and to a roundabout junction with the Freshford road close to Talbot’s Inch.

After careful consideration of the traffic management issues for the Kilkenny City & Environs area it is now proposed to alter that proposed line as follows:

• The Inner Relief Road will extend from the Callan road to the Circular road; proceed north along the Circular road to a roundabout at a revised location close to the Waterbrarrack. From this revised roundabout location there will be two branches-
• firstly, to the North through Bishops Demense, across the Tullaroan road, parallel to Cantwells lane, across the Dunningstown road, to a roundabout junction with the Freshford road close to Talbot’s Inch and
• secondly, to the East along the River Breagagh , to the existing roundabout at St Canice's Church ,along Dean Street and crossing the River Nore with a new bridge linking into Wolf Tone Street, with a new roundabout and a spur linking to the Castlecomer Road through the existing Kilkenny Livestock Mart site.

The existing proposed line and the revised proposed line the subject of the Proposed Variation are shown on the attached Maps as follows:
