Panel of Approved Site Suitability Assessors

Kilkenny County Council has set up an approved panel of competent assessors to carry out site characterisation (percolation testing) which is a requirement of the planning application process for the purposes of:

  • Conducting Site Suitability Assessments in accordance with “Treatment Systems for Single Houses” (EPA 2000)
  • Recommending suitable types of treatment systems and effluent disposal routes
  • Supervising installation of the proposed system
  • Design, testing and certification to ensure that the treatment system and percolation area/polishing filter are fit for purpose and comply with relevant standards/guidelines and conditions of planning.

Note: From 1st September 2008 all Site Characterisation tests must be carried out and completed by a competent person listed on our panel of Approved Site Suitability Assessors.


This panel of assessors can be obtained from the link below (updated 17/08/09), planning packs or by making contact with any member of the planning or environment section of Kilkenny County Council.

Applicants must have:-

  1. Professional indemnity insurance (€1million minimum)
  2. An understanding of the guidance document “Treatment Systems for Single Houses” (EPA 2000).
  3. Competence to carry out site assessments, soil testing and treatment system design/specification in accordance with the EPA guidelines.
  4. Knowledge of relevant local, regional, national and EU legislation in relation to water and wastewater.
  5. Regard to the current County Kilkenny Development Plan, Groundwater Protection Plan, source protection and surface water protection etc.

Persons interested in being considered for inclusion on the approved list will be required to either hold a FAS Certificate in “Site Suitability Assessments for On-site Wastewater Management” and attend a brief interview or undergo an assessment procedure consisting of:

  • A multiple choice exam,
  • A site characterisation report and
  • Interview.

If you wish to be considered for inclusion on Kilkenny County Council’s list of approved persons, please submit a completed application form and either a completed site characterisation report or your FAS Certificate to:

Application forms and general information may be obtained from either the Planning or Environment Sections of the Council or from the links below and should be accompanied by an example of a site characterisation report, completed by the applicant in accordance with the EPA guidelines.
