Role of Planning Department

The primary objective of the Planning Department is to facilitate, in line with national policies, the development of the county, to encourage sustainable growth and improvement in living standards and environment for the citizens of the county and visitors alike.
The role and function of the Planning Department is, therefore, as follows:

  1. Determination of physical planning policy for the county
  2. Control of new development and building.
  3. Promotion of industrial, commercial and other appropriate development.

    The Planning Office is located at County Hall, John St, Kilkenny, on the first floor. The office is open to the public from Monday to Friday from 9.00 a.m. to 1.00 p.m. and 2.00 p.m. to 4.00 p.m. daily. Contact our office by phoning 056 7794010 or by emailing us at planning@kilkennycoco.ie.

Before lodging a new Planning Application, please check the following: -

The Application Form and Notices are subject to change throughout the year to reflect amendments to Planning Legislation, etc. Applications may be invalidated where incorrect forms and notices are used.

Planning Applications - Panel of Approved Site Suitability Assessors

Kilkenny County Council has set up a list of approved persons for the purposes of conducting Site Suitability Assessments in accordance with "Treatment Systems for Single Houses" (EPA 2000). Note: From 1st September 2008 all Site Characterisation tests submitted to the Planning Section must have been carried out and completed by a competent person listed on our panel of Approved Site Suitability Assessors. The service involved in site suitability assessment comprises of:

  • Percolation and water testing
  • Recommending suitable types of treatment systems and effluent disposal routes
  • Supervising installation of the proposed system
  • Design, testing and certification to ensure that the treatment system and percolation area/polishing filter are fit for purpose and comply with relevant standards/guidelines and conditions of planning.

AGENTS/MEMBERS OF THE PUBLIC WHO WISH TO APPLY FOR PLANNING PERMISSION

Under Article 18 of the Planning and Development Regulations 2001-2008, minor changes have been introduced that affect the wording which must be contained within a Newspaper Notice.

Please note that the following wording must be contained (in addition to other relevant details outlined under Article 18) within the public newspaper notice for all applications lodged under the Planning and Development Acts 2000 - 2007 & Regulations 2001 - 2008 with the exception of advertisements of significant further information/revised plans as outlined under Article 35 :-

"the planning application may be inspected, or purchased at a fee not exceeding the reasonable cost of making a copy, at the offices of the Planning Department, Kilkenny County Council, County Hall, John Street, Kilkenny, during its public opening hours 9.00 a.m. - 1.00 p.m. and 2.00 p.m. - 4.00 p.m. Monday to Friday, and a submission or observation in relation to the application may be made to the Planning Authority in writing on payment of the prescribed fee (€20.00) within the period of 5 weeks beginning on the date of receipt by the Authority of the planning application".

Please note also that the wording on the public Site Notice has been altered to reflect the above standard wording.

Felling of Trees:

You are advised that with certain exceptions it is an offence, under the Forestry Act 1946, to fell trees without a felling licence having been granted by the Forestry Service. Failure to obtain a felling licence when neccessary, may result in a criminal prosecution. Developers are advised to contact the Felling Section, Forest Service, Department of Agriculture and Food, Johnstown Castle Estate, Co. Wexford. Tel. (053)9163400 before undertaking any tree felling.
