INTRODUCTION
This year's Roadworks Scheme was prepared against the background of the deep recessionary climate in the national economy.
The Scheme also has regard to
- the impact of the very severe weather during the winter of 2010/2011,
- the requirement to maintain roadside drainage systems to a satisfactory operational standard,
- the maintenance of 70km of new motorway in Co Kilkenny,
- The impact of Department of Transport memorandum on machinery yard and road works operations in Kilkenny, and
- the reduced funding available to maintain public lighting in the county.
The following points are of note.
- National Road Authority Grants for National Road Improvement and Maintenance show a decrease of 83% in comparison with 2010. The total grant of €13,596,739 is much reduced from the 2010 allocation of €80,834,161 and is accounted for by reason of the completion of the inter urban motorway network in Co Kilkenny.
- Grants provided by the NRA (formerly by the Department of Transport) in respect of non national roads are reduced by 5% in comparison with 2010. The main point of interest however is that the Department has not continued to allow discretion to the roads authority to allocate the funds under certain headings as in 2010.
- The Council’s own budget provision of €1.721 million in 2011 for the upkeep of Local Roads is reduced by 6.5% in comparison to 2010.
- The 2011 Road Works Scheme provides for a total expenditure of €27,603,484. This is a reduction on the 2010 Road Works Scheme total of €95,640,860 and is mainly attributed to the completion of the Major Inter Urban Routes, (MIU’s), reduced income from the local government fund, reduced income from rates and a collapse in development levy income.
