M8/N8 Cullahill to Cashel Proposed Road Development Environmental Impact Statement
Kilkenny County Council, on its own behalf and, in pursuance of agreements made under Section 59 of the Local Government Act 1955, and approved by the National Roads Authority under section 14(8) of the Roads Act, 1993, on behalf of the County Councils of Laois, North Tipperary and South Tipperary, has prepared an environmental impact statement in respect of the M8/N8 Cullahill to Cashel Road Scheme, which comprises a 2 x 2-lane Motorway (coloured blue) between Cullahill and Urlingford and a 2 x 2-lane High Quality Dual Carriageway (coloured red) between Urlingford and Cashel, as illustrated on the accompanying map, and has applied to An Bord Pleanála for approval of the proposed road development under section 51 of the Roads Act, 1993 (as amended by the Planning and Development Act, 2000).
The Motorway section will commence in the townland of Oldtown, Cullahill, County Laois and terminate in the townland of Islands in Urlingford, County Kilkenny and the High Quality Dual Carriageway section will extend from the southern end of that Motorway to the Cashel Bypass (under construction). The road will be 2 x 2-lane on both Motorway and High Quality Dual Carriageway and will have grade separated junctions at Cashel, Horse and Jockey, Twomileborris and Urlingford. Bridges and local road realignments will be provided to separate the local road network from the proposed road. The major construction elements of the road will be fencing, drainage, earthworks,bridge structures, paving, kerbing, signing, lining, lighting, service diversions, landscaping and environmental works.

A copy of the statement may be purchased for a fee of € 100. A copy of the non-technical summary of the statement may be purchased for a fee of €10. An electronic copy of both documents on CD may be purchased for a fee of € 5. These are available for purchase at the locations listed above.
Written submissions in relation to the likely effects on the environment of the proposed road development may be made to An Bord Pleanála, 64 Marlborough Street, Dublin 1 not later than 5.30pm on 28th May 2004.
A Compulsory Purchase Order has been made in respect of the Cullahill to Urlingford section of the proposed road development and where written objections are made to the Board, an oral hearing will be held.
Evidence in relation to the likely effects on the environment of the proposal may be given at the oral hearing.
Before making its decision on the application for approval, the Board must consider the environmental impact statement, any written submissions made to it and not withdrawn and, where an oral hearing is held, the report and any recommendations of the inspector holding the oral hearing where evidence was given in relation to the likely effects on the environment of the proposal. Public notice of any oral hearing will be given at a later date.
