The National Development Plan 2000-2006 for Ireland stated that "Ireland has a significant infrastructural deficit which threatens to inhibit achievement of our economic and employment potential". This infrastructural deficit is due in the main to the reduction in the capital expenditure programme during the 1980's and 1990's.
The National Development Plan outlines the development strategy for National Primary Routes. The N8 Cullahill to Cashel and the N9/N10 Kilcullen to Waterford schemes are to be developed to motorway/high quality dual carriageway standard by 2006.
