Please note that from the 1st of June 2023, Kilkenny County Council will be encouraging applications under Article 4 (a) of the Regulations for Disability Access Certificates to be filed electronically on the Building Control Management System (BCMS).  https://nbco.localgov.ie/

Accordingly, please note that from the 1st of June 2023, Kilkenny County Council will only accept hard copy applications by prior arrangement and only where the applicant can show exceptional circumstances which does not allow for the application to be filed electronically.

In these exceptional cases a fee shall be charged for uploading hard copies to the BCMS system.

Disability Access Certificates

A Disability Access Certificate, (DAC), officially certifies that the design of certain works is in compliance with the requirements of Part M of the Building Regulations. Part M has direct bearing on the geometrical layout of a building, (e.g. parking, entrances, corridors, lifts, stairs, sanitary facilities, etc).  Therefore, we advise that, in order to avoid the need for remedial works, the requirements of Part M should be taken on board in the early design stages of a construction project.

If your project already has a DAC and the design has changed significantly then a "Revised Disability Access Certificate" is most likely needed

Please note that a Certificate of Compliance on Completion cannot be processed without a DAC, if a DAC is required.

Building Control (Amendment) Regulations 2018 (S.I. No.526 of 2018) specifies the buildings or works, which do require and do not require a Disability Access Certificate with respect to the requirements of Part M (Access and Use) of the Second Schedule of the Building Regulations.

To avoid any doubt, this amendment makes no change to the requirement for a Fire Safety Certificate, which remains as per Part III Fire Safety Certificates. Please contact our Fire Services regarding Fire Safety Certificates.
