Variation 6 to City and County Development Plan 2021

 Material Alterations to Proposed Variation No.6 to the Kilkenny City & County Development Plan 2021 - 2027

In accordance with Section 13(6) of the Planning & Development Act 2000, as amended, notice is hereby given that Kilkenny County Council have prepared Material Alterations to Proposed Variation no. 6 of the Kilkenny City & County Development Plan 2021 - 2027.

In accordance with Section 13(6) of the Planning & Development Act 2000, as amended it has been determined that a Strategic Environmental Assessment (SEA) is not required for the Material Alterations and an Appropriate Assessment (AA) is also not required for the Material Alterations.

In this regard, the following documents are published for inspection and public consultation:

  • Material Alterations to Proposed Variation 6 of the Kilkenny City and County Development Plan (2021 – 2027). 
  • Strategic Environmental Assessment Screening Report of Material Alterations.
  • Appropriate Assessment Screening Report of Material Alterations.

The Material Alterations, Strategic Environmental Assessment (SEA) Screening report and Appropriate Assessment (AA) Screening Report, may be inspected at the following locations for a 4 week period from 30th January 2026 to 27thFebruary  2026:

  • Online at http://consult.kilkenny.ie/ 
  • The Planning Department, Kilkenny County Council, John Street, Kilkenny during office opening hours
  • Library Ferrybank Belmont Road Ferrybank during library opening hours

Written submissions or observations with respect to the Material Alterations, SEA and AA Screening Reports made to the Planning Authority within this period will be taken into consideration before the making of the Variation. All submissions should be clearly marked ‘Material Alterations to Proposed Variation No 6’.

  • addressed in writing to “Senior Planner, Kilkenny County Council, John Street, Kilkenny”. 

Please note that all submissions will be made available for public viewing on the Council’s consultation website.  Kilkenny County Council will treat all personal data you give us as confidential. We will retain your data for no longer than is necessary for the purpose of this Variation and in accordance with the Council’s Retention Policy and the relevant Data Protection legislation.

Submissions must be received by the Planning Authority by the 27th February 2026.

Proposed Variation No.6 to the Kilkenny City & County Development Plan 2021 - 2027

In accordance with Section 13(3) of the Planning & Development Act 2000, as amended, notice is hereby given that Kilkenny County Council is proposing a Variation to the Kilkenny City & County Development Plan 2021 - 2027.

Variation No. 6 to the Kilkenny City and County Development Plan (KCCDP) proposes:

  • To incorporate a Settlement Plan for Ferrybank/Belview into the KCCDP, as part of a new Volume 3, Settlement Plans,
  • To make associated changes to Volume 1 to reflect this

The reason for the proposed Variation is to replace the planning framework for the expired Ferrybank Local Area Plan (2017).

A copy of the Proposed Variation, including Strategic Environmental Assessment (SEA) and Appropriate Assessment (AA), may be inspected at the following locations from July 18th to September 19th 2025:  

  • Online at http://consult.kilkenny.ie/
  • The Planning Department, Kilkenny County Council, John Street, Kilkenny during office opening hours
  • Ferrybank Library Belmont Road Ferrybank

Written submissions or observations with respect to the proposed Variation, SEA and AA made to the Planning Authority within this period will be taken into consideration before the making of the Variation.  All submissions should be clearly marked ‘Variation No 6’.

As part of the process, we are holding a drop-in, Public Information Session in  Abbey Community College Ferrybank on Wednesday July 30th from 3.30pm to 5pm and 6pm to 8pm. (Drop in anytime during those sessions)
