Variation 10 to the City and County Development Plan 2021
The Kilkenny Sustainable Urban Mobility Plan (SUMP) is a long-term strategy that will help shape the future of transport and mobility in Kilkenny City and its surrounding areas. The plan aims to improve access to education, employment and key services by enhancing walking, cycling and public transport networks, while reducing car dependency and supporting a healthier, more connected and sustainable city.
Building on extensive work already undertaken in Kilkenny, the SUMP identifies a coordinated pipeline of transport projects and complementary measures to support future growth, improve quality of life and reduce congestion and emissions.
The SUMP will include recommendations for walking, cycling, public transport, roads and traffic management, alongside measures such as public realm improvements, safe routes to school zones, park and ride/stride facilities, mobility hubs, wayfinding and a parking strategy.

Sustainable Urban Mobility Plan for Kilkenny City
In accordance with Section 58(7)(b) of the Planning & Development Act 2024, as amended, notice is hereby given that Kilkenny County Council is proposing a Variation to the Kilkenny City & County Development Plan 2021.
The reason for the proposed Variation 10 is to incorporate the Sustainable Urban Mobility Plan (SUMP) for Kilkenny into the Kilkenny City and County Development Plan 2021. The SUMP presents a strategic plan to help manage future growth in the area promoting positive outcomes for the local community, with a focus on transport and mobility. Furthermore, it will guide the transport requirements for the future development of Kilkenny City focusing on supporting and facilitating the use of sustainable transport modes.
A copy of the Proposed Variation, including Strategic Environmental Assessment (SEA) Screening Report and Appropriate Assessment (AA) Screening Report, may be inspected at the following locations for a 4 week period from 15th of May to the 12th of June 2026:

Written submissions with respect to the proposed Variation, SEA and AA Screening Reports made to the Planning Authority within this period will be taken into consideration before the making of the Variation. All submissions should be clearly marked ‘Variation No 10’.

Email submissions and late submissions will not be accepted.
Submitting online at http://consult.kilkenny.ie is encouraged as it allows contributors to receive updates and notifications as the process progresses.
As part of the process, we are holding a drop-in, Public Information Session in the Medieval Mile Museum from 11.00am to 1.00pm, 2.00 pm to 5pm and 6pm to 8pm (drop in anytime during those sessions) on Thursday 21st May 2026.
Please note that all submissions will be made available for public viewing on the Council’s consultation website. Kilkenny County Council will treat all personal data you give us as confidential. We will retain your data for no longer than is necessary for the purpose of this Variation and in accordance with the Council’s Retention Policy and the relevant Data Protection legislation.
Submissions must be received by the Planning Authority by 12th June.
