5.  Variations to the Kilkenny City and County Development Plan

A list of all updates to the adopted City and County Development Plan (as at August 2026) is available here.  This document should be read in conjunction with the Development Plan, for the most up to date policy.   

Variation No. 1- To change the zoning on two sites, as part of the implementation of the Residential Zoned Land Tax, in Kilkenny City (adopted 20/11/2023)

Variation No. 2  - To clarify the settlement hierarchy in relation to small settlements in the City and County Development Plan (adopted 21/10/2024) 

Variation No. 3 - To change the zoning of 0.18 hectares of lands within an existing green space /neighbourhood park in Loughboy (adopted 17/02/2025)

Variation No. 4 - To incorporate into the Development Plan the essential elements of the Loughmacask Masterplan (adopted 24/03/2025)

Variation No. 5 Castlecomer Settlement Plan (adopted 16/02/2026)

Variation No. 6  - To incorporate a Settlement Plan for Ferrybank/Belview into the City and County Development Plan (adopted 23/03/2026)

Variation No. 8A - To change the zoning of land in Kilkenny City to reflect the requirements of the NPF implementation guidelines (adopted 20/04/2026)

Variation No. 8B - To incorporate land use zoning maps for Callan, Graiguenamanagh and Thomastown into the Kilkenny City and County Development Plan 2021 to  reflect the requirements of the Government’s NPF Implementation Guidelines (adopted 15/06/26)

Variation No. 10 -  To incorporate the Sustainable Urban Mobility Plan (SUMP) for Kilkenny into the Kilkenny City and County Development Plan (adopted 29/7/2026)

Notice of Adoption of 2021 Plan

The Chief Executive's Report on Securing the Objectives in the Kilkenny City and County Development Plan 2021-2027 was brought to the Council meeting in November 2023.  This is available here. (870kb .pdf)

Draft Direction from the Minister

On 15th October 2021, the Minister of State at the Department of the Housing, Local Government and Heritage, consequent to a recommendation made to him by the Office of the Planning Regulator under section 31AM(8) of the Planning and Development Act 2000 (as amended), notified Kilkenny County Council of his intention to issue a Direction to the Kilkenny City and County Development Plan 2021-2027.

In accordance with Section 31(4) of the Planning and Development Act 2000, those parts of the Kilkenny City and County Development Plan 2021 – 2027 Plan referred to in the notice shall be taken not to have come into effect, been made or amended; namely;

Chapter 11, Renewable Energy Section 11.4 Kilkenny Targets, Section 11.5.1 Current status and targets and Figure 11.4 Wind Strategy areas.
