Variation 2 to the Kilkenny County Development Plan 2011

Variation 2 to the Kilkenny County Development Plan 2008-2014, adopted on the 19th September 2011, modified the planning framework and zoning map for Mooncoin. See Variation No 2 to Kilkenny County Development Plan Core Strategy for further information.

Due to the enactment of the Planning and Development Act 2010 and its requirement to include a 'Core Strategy' in the Kilkenny County Development Plan, the current programme of Local Area Plans was suspended.

Proposed Variation 2 to the Kilkenny County Development Plan, 'Core Strategy' was published in May 2011. Variation 2 includes the designation of a Settlement Boundary for Mooncoin. As the County Development Plan (as varied) will contain specific policies in relation to Mooncoin, there is no current proposal to make a new Local Area Plan.

Review process temporarily suspended:

The Council has decided to temporarily suspend the process of making a Draft Local Area Plan for Mooncoin. This decision has been taken following the requirement in the Planning and Development Act 2010 to carrying out a 'Core Strategy' to be incorporated into the Kilkenny County Development Plan; details of the strategy will be available on the Council's website www.kilkennycoco.ie - under the County Development Plan section.

The core strategy will have significant effects in relation to population targets for the county, and in turn for the Mooncoin Draft Local Area Plan, which is a sub-set of the county development plan. It would not be in the interests of clarity or sustainable development to proceed with the plan until such time as the Core Strategy is in place.

A decision in relation to the completion of the Mooncoin LAP will be taken once the Core Strategy has been adopted by the Council.

Public Consultation Meeting & Extension of Deadline for Submissions

Following on from a public consultation evening held on the 16th December 2009 in the Mooncoin Parish Hall, it is proposed to hold a second consultation evening in order to allow for members of the public to engage in the process of the review of the Plan. You are invited to attend a public consultation workshop in the Mooncoin GAA Club on Wednesday 24th February, 2010 at 7.30p.m.

The deadline for submissions or observations regarding the preparation of this Local Area Plan is being extended and may be made, in writing, to the Director of Services, Planning, County Hall, John Street, Kilkenny until 5p.m. on Friday 12th March 2010, or you can make submissions by email to localareaplans@kilkennycoco.ie

All written and email submissions/observations received on or before the 12th March 2010 will be considered by the County Council prior to the making of a draft Local Area Plan.

Summary of Public Consultation Meetings

The 'Summary of Public Consultation Meetings' report is now available. This document summarises the issues raised (a) during a pre-draft consultation event for the Mooncoin Local Area Plan (LAP) that took place on the evening of the 16th December 2009 in the Mooncoin Parish Hall, and (b) from a number of individual meetings with residents in the area.

The next step will be considering all the issues highlighted and gathering them into a Draft Plan, which is scheduled for public display in March/ April 2010.

Habitat Assessment

A Habitat Assessment will shortly be carried out in Mooncoin. A number of these assessments are being carried out in towns and villages in County Kilkenny where Local Area Plans are due to be reviewed. The assessments will assist with highlighting and reviewing the natural heritage of the areas and will be an input to the plan-making process. An information leaflet is available here:

Notice is hereby given that Kilkenny County Council intends to review the Local Area Plan for Mooncoin and to prepare a new Local Area Plan to cover this area.

Submissions or observations regarding the preparation of this Local Area Plan may be made, in writing, to the Director of Services, Planning, County Hall, John Street, Kilkenny from 4th December 2009 until 5p.m. on Friday 12th February, 2010 or you can make submissions by email to localareaplans@kilkennycoco.ie

Mooncoin Local Area Plan 2003

The Mooncoin Local Area Plan expired in 2009, but the plan does contain a significant amount of information on the natural and built heritage and other planning issues. The expired Plan will be used as a supplementary guidance document.

Notice of Adoption of Amendment No. 1 of the Mooncoin Local Area Plan

Notice is hereby given that Kilkenny County Council being the Planning Authority for the County of Kilkenny has adopted Amendment No. 1 of the Mooncoin Local Area Plan at a meeting of the County Council on the 16th January, 2006.

Copies of Amendment No. 1 of the Mooncoin Local Area Plan are available at the following locations:-
